During Reconstruction, the southern area of whites experienced constantly insecure by guidelines providing privileges for past slaves. The Civil Legal rights Bill of 1875 was the last legal rights bill exceeded by congress during reconstruction. It guarded all Americans' (including blacks) access to general public accommodations just like trains. With the threat of complete equal rights constantly looming, violence toward former slaves gradually increased in the years following the Civil War. Beatings and murders were fully commited by prepared groups like the Ku Klux Klan, out of control mobs, and individual light southern males. During Reconstruction, white southerners had limited governmental power, so they resorted to violence to be able to control African-Americans.
